The link listed below is a good one.
As a personal preference, I like to go to a shop that only does piercings. My preferred shop's website is as follows, and it offers a great deal of information. http://www.infinitebody.com/ Just navigate through, and it gives some great detail. I like this shop because they specialize in piercings. I wouldn't ask my manicurist to perform root canal, and I feel similarly about tattoo artists performing piercings(though I have many friends who have done so and had wonderful results, its a personal preference). I've had some pretty personal piercings done, and never wanted to risk it with someone who may have only done that type of piercing a few times.
In general, when you arrive at the shop, it should feel sterile, similar to a doctors office. Feel free to ask questions about how they sterilize their equipment, how they perform their services, what their policies are, etc.
Good luck to you, and I hope this info helps!

-Make sure you go to a professional to get it pierced
-Ask the piercer what aftercare procedure would be the best for you, whether it be sea salt cleaning, or even just aftercare spray
-Don't change the jewelery for at least two months
-Don't fiddle with the jewelery alot either
The Lower Lip piercing is usually pierced through the thinner tissue just beneath the lip itself.
A labret of 1.6mm gauge is normally used and the length often depends on the thickness of the tissue being pierced.
Micro jewellery can be used but careful monitoring of swelling should be advised.
Ball Closure Rings are a popular choice for the initial piercing, but they often have to be larger in diameter to allow for swelling.
This often means that the jewellery flops about on the lip and this can cause the kind of aggravation that prolongs healing.

I've never had a lip piercing, but I do know some about surgical procedures. Really they could tell you anything to make themselves sound good. I would ask around find people who go there ask about their experience. Drop in to talk, you can ask about their license and kinda scope the place out. I don't know how private these sort of things are. If you can see them working on costumers look and see if their wearing gloves, how often do they wash their hands? do they run their hands through their hair or touch anything else that is germy with their gloves on? do they change gloves after every coustumer? Are their tools sterilized after EVERY costumer? While talking do they encourage costumers to call about any concerns they might have after they get home? Theres a millon other things related to sanitaion, but those are the main ones I'd look for.
