Swimming is not prohibited while your piercing is healing, but you should only swim for short periods in pools that are thoroughly chlorine- or ozone-treated. Do not let your skin become wrinkly and soft. If you swim in the ocean or waterways, do not swim after heavy rain. Storm water run-off often contains bacteria and parasites

No... just get it done the chlorine in the water will actually help keep it clean. It will less likely to get an infection. You have more of a risk in the shower with soap getting in it and getting an infection that way.

It shouldn't be a problem at all. I wouldn't worry about the chlorine causing infection. I would get a barbell put in as soon as possible. Mine always got infected with the hoop piercing. Once I put the barbell it healed up quickly.

You really shouldnt go swimming in pools, lakes, or soak in hot tubs with new piercings. There are a lot of bacteria in public swimming areas and the chlorine from the pool will most likely irritate the piercing and may dry it out which might lead to infection. Belly button piercings take up to a year to fully heal and sometimes a Little longer. I wouldnt change the piercing until you AND a professional piercer think its ok to do so.
Sea salt soaks tend to help the healing process on top of regular cleaning (antibacterial soap). never touch a new piercing unless you wash your hands ands its necessary to do so.
Hope this helped :)
